Philip presided over the creation of the South Eastern Colorado Water Conservancy District in 1957, and appointed the first board of directors. He was an attorney at law since 1941, a municipal judge from 1952 until 1954, a district judge from 1955 until 1973, and president of the Colorado District Judges Association from 1961 until 1962. While attending the University of Colorado he was a member of Phi Delta Phi Legal Fraternity, Delta Tau Delta Social Fraternity, and received a Bachelor of Arts degree and a bachelor of law degree. Navy having served in WWII and was a former member of American Legion and VFW. Predeceased by parents, Philip and Paula Cabibi brother, Joseph Cabibi and sisters, Marie Geraci, Vita Spaccamonti and Lillian Marco.
